New Canadian Standards Association Z245 Standards

Basis for Issuance

The CSA Group (formerly the Canadian Standards Association; CSA) recently published new editions of CSA Z245.11 Steel Fittings, CSA Z245.12 Steel Flanges, and CSA Z245.15 Steel Valves standards (together, CSA Z245 standards).

Background

The CSA Z245 standards are referenced within CSA Z662 Oil and Gas Pipeline Systems. CSA Z662 as amended from time to time is incorporated by reference in the Canadian Energy Regulator Onshore Pipeline Regulations (OPR), which makes new editions mandatory for regulated companies upon publication. Because CSA Z245 standards are updated on a different schedule than CSA Z662, companies can continue using the editions referenced in the current CSA Z662:23 until its next planned update in 2027.

CER Expectations

The CER expects companies to be aware of the changes and to consider implementing them in advance of their planned formal adoption in 2027. Companies are encouraged to apply the updated provisions proactively, particularly where circumstances are not fully addressed by the editions currently referenced in CSA Z662:23.

The CSA standards are intended to establish essential requirements and minimum standards for the design, construction, operation, and abandonment of oil and gas pipeline systems. However, requirements for newly developed materials, processes, or unusual operating conditions may not be specifically addressed in the previous edition. In such cases, applying the latest editions of CSA standards where applicable may be considered the best practice and is consistent with the CER’s expectation that regulated companies go beyond the minimum where pipeline safety or integrity could be impacted.
