On 19 December 2013, the National Energy Board issued Safety Order SG-N081-005-2013 (Safety Order) to TransCanada PipeLines Limited (TransCanada) in response to a pipeline leak on the NOVA Gas Transmission Ltd. (NGTL) Ukalta Lateral. The leak was discovered on 28 September 2013. The conditions of the Safety Order directed TransCanada to operate the pipeline at a restricted pressure and conduct weekly above-ground leak detection surveys until such time as TransCanada was able to demonstrate, through an Engineering Assessment, that the pipeline was safe to return to full service.
On 23 May 2023, NGTL submitted an application to the Canada Energy Regulator (CER) pursuant to subsection 241(1) and section 50 of the Canadian Energy Regulator Onshore Pipeline Regulations for leave to abandon 17 meter stations, 17 associated lateral pipelines, four producer tie-ins, six stand-alone meter stations, and six stand-alone laterals (Facilities). The NGTL Ukalta Lateral was identified in that application as one of the Facilities to be abandoned.
On 5 December 2023, pursuant to subsections 241(1) and 68(1) of the Canadian Energy Regulator Act (CER Act), NGTL was granted leave to abandon the Facilities in accordance with Order ZO-008-2023. In December 2024, NGTL GP Ltd., as general partner, on behalf of NGTL Limited Partnership confirmed that the Ukalta Lateral had been abandoned.
As a result of the Ukalta Lateral having been abandoned, the Commission of the CER, pursuant to section 69 of the CER Act, issues Order RO-SG-N081-005-2013, which rescinds the Safety Order imposed on the NGTL Ukalta Lateral.

IN THE MATTER OF the issuance of Order RO-SG-N081-005-2013 to NGTL GP Ltd. (NGTL GP), as general partner, on behalf of NGTL Limited Partnership, which rescinds the Safety Order SG-N081-005-2013 imposed on the Ukalta Lateral under File 3818177.
BEFORE the Commission of the Canada Energy Regulator on 20 March 2025.
WHEREAS on 19 December 2013, the National Energy Board issued Safety Order SG-N081-005-2013 to TransCanada PipeLines Limited in response to a pipeline leak on the NOVA Gas Transmission Ltd. (NGTL) Ukalta Lateral;
AND WHEREAS on 23 May 2023 the Canada Energy Regulator received NGTL’s application pursuant to subsection 241(1) of the CER Act and section 50 of the Canadian Energy Regulator Onshore Pipeline Regulations for leave to abandon facilities, which included the Ukalta Lateral;
AND WHEREAS on 5 December 2023 pursuant to subsections 241(1) and 68(1) of the CER Act, NGTL was granted leave to abandon the Ukalta Lateral in accordance with Order ZO-008-2023;
AND WHEREAS NGTL GP confirmed in December 2024 that the Ukalta Lateral had been abandoned;
IT IS ORDERED that pursuant to subsection 69(1) of the CER Act, Safety Order SG-N081-005-2013 is rescinded.
