Corrective and Preventative Action (CAPA) Plan Audit Close-out Letter
In accordance with subsection 49(3) of the National Energy Board Act, subsequently subsection 103(3) of the Canadian Energy Regulator Act, the CER conducted a compliance audit of the Keystone project starting on 8 February 2019. The audit examined aspects of Keystone’s management system as it related to planned future construction activities. The key objective of the audit was to verify that Keystone had developed a Management System as required by the Canadian Energy Regulator Onshore Pipeline Regulations for the effective management of the hazards and associated risks of its facilities and activities during the construction phase of the Keystone project.
The CER issued its Final Audit Report (Report) to Keystone on 6 February 2020.
The CER conducted follow-up compliance verification activities to verify implementation and compliance. The results of the final Implementation Assessment (IA) activities are contained in the IA Report attached to this letter. The Report indicates that Keystone has implemented its CAPA Plan as approved.
The CER now considers this audit to be closed. Keystone is accountable to maintain compliance throughout the life cycle of its regulated facilities.
