Project Overview

On December 18, 2017, TransCanada PipeLines Limited (TransCanada) filed its 2018–2020 Mainline Tolls Application (Application). TransCanada has requested approval of its: Mainline tolls for the January 1, 2018 to December 31, 2020 period; Mainline Depreciation Rates; and updated definitions of Net Revenue and Stretch Revenue in the Supplemental agreement used in the approved Incentive Sharing Mechanism for 2018–2020, among other things. TransCanada indicated that one or more parties do not support the Application.

On January 8, 2018, the Board solicited comments from interested persons. Comments received from 16 parties, and TransCanada’s reply comments, submitted on January 24, 2018, are available as part of the Regulatory Documents for this project [Folder 3413374].

On February 16, 2018, the Board solicited comments from interested persons on the List of Issues. Comments were received from nine parties and are available as part of the Regulatory Documents for this project [Folder 3413374].

As part of its review process, the Board is establishing a hearing to consider the issues raised in the comment letters.

List of Issues

The Board has identified but does not limit itself to the following issues for discussion in the proceeding:

  1. The appropriateness of the proposed revenue requirements, including return, income taxes, Transportation by Others costs, the Annual Bridging Amount and the Long-Term Adjustment Account balance, for the 2018–2020 period.
  2. The appropriateness of the proposed billing determinants, including long-haul contracted quantities to the Eastern Triangle.
  3. The appropriateness of the proposed Discretionary Miscellaneous Revenue forecasts for the 2018–2020 period.
  4. Whether material changes that would impact the operation of the Mainline for the 2018 to 2020 period have been adequately addressed in the Application.
  5. The appropriateness of continued pricing discretion for Interruptible Transportation and Short Term Firm Transportation services.
  6. The appropriateness of the proposed depreciation rates.
  7. The appropriateness of the proposed allocation of costs and revenues associated with Dawn Long Term Fixed Price service.
  8. The appropriateness of the proposed amendments to the definitions of Net Revenue and Stretch Revenue used in the Incentive Sharing Mechanism.

The Board will not consider changes to the three-step toll design approved in RH-001-2014 for the period of 2015–2020, facility additions on the NOVA Gas Transmission Ltd. system, new competitive service offerings or issues concerning post-2020 Mainline tolls.
