The Board administers a Participant Funding Program (PFP), which provides financial assistance to individuals, Indigenous groups, landowners, and non-industry not-for-profit groups to facilitate public participation in certain project hearings and environmental assessments of designated projects.

On 18 May 2017, the National Energy Board announced $40,000 to assist to assist individuals and groups with their participation in the hearing for the Westridge Delivery Line Relocation Project. A simplified participant funding process was used to pre-approve eligible groups for up to $40,000, and individuals for up to $6,000. Indigenous groups account for 100% of the funding awarded.
