Inspection Officer Order JJD-001-2023 issued to Trans Mountain

During a compliance verification activity on the Trans Mountain Expansion Pipeline near Abbotsford, Inspection Officers and Indigenous Monitors observed several non-compliances related to the environment and safety. Some of these non-compliances include insufficient fencing to protect amphibians and unapproved vegetation clearing.
As a result, we have issued an Inspection Officer Order to Trans Mountain with the following orders:
- Stop work in the Wetland area until the non-compliances are corrected.
- Correct all deficiencies and non-compliances identified by the CER Inspection Officers, Indigenous Monitors and Trans Mountain’s Environmental Inspectors (EI).
- Investigate the root cause of the environmental non-compliances, the reason for the delay in correcting deficiencies already raised by the Trans Mountain EI and submit a copy to the CER.
- Conduct a safety inspection and provide a report to the CER confirming that the site is safe for work.
We will continue to follow up with the company to ensure they are in compliance with the Inspection Officer Order and mitigating environmental hazards associated with construction. We will also continue to work with our Indigenous Advisory Monitoring Committee partners in oversight of Trans Mountain pipeline construction.
