Champion Pipeline - Thorne II Project – Replacement of the Timiskaming Dam-Bridge

Project Background
The Thorne II project is part of the effort to replace the Timiskaming bridge-dam, initiated by Public Services and Procurement Canada. It consists primarily of rerouting an existing natural gas pipeline upstream and downstream of the new structure, installing a new pipeline suspended beneath it, and decommissioning the current pipeline. This pipeline is the sole natural gas supply line for Énergir customers located in the City of Témiscaming, as well as for the industrial customer RYAM Rayonier Advanced Materials. The project would not increase current capacity.
The work will be carried out in the area of the Timiskaming dam complex, which spans the Ottawa River and is located on the border between Quebec and Ontario. Preparatory work may be required as early as 2027, in part due to the fish passage. Installation of the new pipeline and decommissioning of the existing one would begin in 2030, once the new bridge is built, which will allow the pipeline to be suspended.
