Project Information
This project is a proposal to add a new compressor station and approximately 81 kilometres of new pipeline, in three pipeline sections, to the NGTL natural gas delivery system. In its application, NOVA Gas Transmission Ltd. (NGTL) said that the project was needed to meet the company’s contract commitments to move gas from the Peace River Project Area to growing markets in Alberta. The project includes:
- North Central Corridor Loop (North Star Section 2) – approximately 24 km of 48-inch diameter pipe
- North Central Corridor Loop (Red Earth Section 3) – approximately 32 km of 48-inch diameter pipe
- Northwest Mainline Loop No. 2 (Bear Canyon North Extension) – approximately 25 km of 36-inch diameter pipe
- Hidden Lake North Compressor Station Unit Addition
- launcher and receiver facilities for cleaning and in-line inspection
If the project is approved and built, some temporary infrastructure, such as access roads, stockpile sites and construction camps will be required during construction.
The proposed in-service date for the project is April 2022 and the company expects to spend $632 million in capital costs.

Preliminary List of Issues
The Board has identified the following preliminary issues for consideration in the hearing with respect to the construction and operation of the proposed project:
- The need for the Project.
- The economic feasibility of the Project.
- The potential commercial impacts of the Project.
- The appropriateness of the toll and tariff methodology of the Project.
- The potential environmental and socio-economic effects of the Project, including any cumulative environmental effects that are likely to result from the Project as set out in the NEB’s Filing Manual, as well as those to be considered under the Canadian Environmental Assessment Act, 2012.
- The appropriateness of the general route and land requirements for the Project.
- Potential impacts of the Project on Indigenous Footnote 1 interests.
- Potential impacts of the Project on owners and users of lands.
- The suitability of the design of the Project.
- Contingency planning for leaks, accidents or malfunctions, during construction and operation of the Project.
- Safety and security during construction and operation of the Project, including emergency response planning and third-party damage prevention.
- The terms and conditions to be included in any recommendation or approval the Board may issue for the Project.
