Inspection Officer Order DRP-001-2025 issued to NGTL GP Ltd.

On July 16, 2025, CER Inspection Officers issued an Inspection Officer Order to NOVA Gas Transmission Ltd. (NGTL) regarding isolation procedures that put workers' safety at risk.

NGTL reported a flash fire during valve replacement work at a station on the Western Alberta System mainline near Rocky Mountain House. Although there were no injuries, this incident had a high potential to cause harm. The CER deployed Inspection Officers to the site to follow up on the incident.

The Inspection Officers were not satisfied that the isolation method used provided effective protection from fire and explosion risks associated with the activities. As a result, we have issued an Inspection Officer Order requiring NGTL to:

  • Stop work activities impacted by the isolation until isolation measures are approved by the Inspection Officer. (Complete)
  • Complete a risk assessment and isolation plan that demonstrates worker safety will be adequately protected. (Complete)

We will continue to follow up with the company to ensure it complies with the Inspection Officer Order.
