Dear Lee Nanos:
Trans-Northern Pipelines Inc.
Submitted Applications for Variance to Remove Lines B1, B2, B3, B4, B10, and B12 from Order AO-001-SO-T217-03-2010
Before: K. Penney, Presiding Commissioner; T. Grimoldby, Commissioner;
J.-D. Charlebois, Commissioner
On 24 September 2025, TNPI submitted a letter regarding applications to vary Order
AO-001-SO-T217-03-2010 (Order) and remove Schedule B pipelines from the Order. The variance applications referenced by TNPI in its letter were submitted between 20 June 2025 and 20 August 2025. TNPI states that as it is awaiting a decision from the Canada Energy Regulator (CER) on its Schedule B pipeline applications, it will not be submitting the Engineering Assessments required by Condition 2.c of the Order, due 30 September 2025.
The Commission of the CER acknowledges TNPI’s 24 September 2025 letter. The Commission’s decision on TNPI’s application to remove Schedule B, Lines 3 and 4 from the Order was issued 20 October 2025. The balance of the Schedule B variance applications referenced by TNPI are currently under consideration by the Commission. On its own initiative, the Commission grants TNPI temporary relief from submitting the 2025 Engineering Assessments required by Condition 2.c pending the Commission’s decisions on each of TNPI’s Schedule B applications.
In the interim, the Commission reminds TNPI that it is required by the Canadian Energy Regulator Onshore Pipeline Regulations to continue to operate its system in a manner that ensures the safety of persons and the protection of property and the environment. Accordingly, TNPI is always required to address any defects on its pipelines exceeding the limits set out in the Canadian Standards Association Z662 Oil and gas pipeline systems.
Yours sincerely,
Signed by
Ramona Sladic
Secretary of the Commission
