Extension to Condition 2 Deadline

The National Energy Board (Board) received TCPL’s request for a variance 15 April 2014 for an extension of the Condition 2 deadline from 17 April 2014 to 20 April 2014 for Safety Order SG-T211-002-2014 (Safety Order). The Board has considered TCPL’s request and grants the variance. The attached Amended Order AO-001-SG-T211-002-2014 extends the deadline of Condition 2 of the Safety Order from 17 April 2014 to 20 April 2014.

ORDER AO-001- SG-T211-002-2014

IN THE MATTER OF the National Energy Board Act (the Act) and the regulations made thereunder; and

IN THE MATTER OF the 23 October 2013 Incident 2013-150, which occurred on the TransCanada PipeLines Limited (TCPL) Canadian Mainline Line 100-4 at MLV 2 + 3.3km near Burstall, SK and filed with the National Energy Board (Board) under File OF-Surv-Inc-2013-150 01.

BEFORE the Board on 17 April 2014.

WHEREAS on 10 April 2014 the Board issued Order SG-T211-002-2014 (Safety Order) requiring a pressure restriction on Line 100-4 between Mainline Valves 2-4 and 9-4;

AND WHEREAS the Safety Order remains fully in force and continues to be subject to the terms and conditions found therein except as amended by this Amending Order;

IT IS ORDERED THAT pursuant to subsection 21(1) of the Act, the Safety Order is amended by replacing Condition 2 with

  • 2. No later than 20 April 2014, TCPL shall file with the Board written confirmation that it has implemented the Pressure Restriction. The written confirmation shall include confirmation that both the local and the control centre set-points for shutdown and control of the operation and isolation valves have been adjusted according to CSA Z662-11 Clauses 4.18 and 10.9.5 to reflect the Pressure Restriction.

This Amending Order shall come into effect on 17 April 2014.
