Meeting Items

1. Welcome/Introductions

2. Review of 12 September meeting minutes and agenda

  • 12 September, 2018 meeting minutes approved
  • Agenda approved

3. Current priorities

  • Roundtable: updates were received from all participants.

National Energy Board (NEB)

  • Welcomed the newest LMG Advisory Committee member, Alisha Bhura from CEPA.
  • Provided NEB updates including steps that have been taken since the Federal Court of Appeal decision, and the recent dissolution of the National Energy Board, Federation of Canadian Municipalities and Canadian Energy Pipeline Association Roundtable.

Canadian Energy Pipeline Association

  • Indicated that CEPA had no updates at this time. however they will provide an update at the next meeting.

Enbridge

  • Managing its aging infrastructure and the potential need for replacement of some pipelines in the future.

TransCanada

  • Indicated TransCanada is currently involved in two major projects, Keystone XL Pipeline and Coastal Gas and also many other projects.

Canadian Federation of Agriculture

  • Provided an update on a recent meeting they attended involving pipelines and impacts on anode beds.

International Right of Way Association (IRWA)

  • The IRWA will be adding a second person to the LMG AC working group given the anticipated workload. This second person is expected to attend the next meeting and will help support moving some of the work along.

Natural Resources Canada (NRCan)

  • Discussed the NGTL 2021 System Expansion Project under the Major Projects Management Office (MPMO).
  • Indicated that they have been involved in some of the work with CEAA and the NEB on regulatory developments further to Bill C-69.
  • Briefly discussed information timelines and project lists.
  • Provided a brief status update on a few arbitration cases.

4. Modernization Update

  • Discussed the two different sets of regulations that will stem from Bill C-69 including those being prepared by the NEB, and others by CEAA.
  • Provided an update on Bill C-69.

5. NEB Modernization: Land Stream

  • Discussed and asked questions in relation to two Discussion Papers that were circulated in advance of the meeting. The first discussion paper was on Providing Assistance to Landowners and the second discussion paper was on Compensation.
  • Feedback was provided by LMG AC members on questions relating to both discussion papers and members were also provided with an opportunity to send in additional written feedback via the LMG email account.

6. NEB Modernization: Change Management Stream

  • Members were asked a few questions in relation to Bill-C-69, including the type of information that would be helpful to stakeholders should the Bill receive, or not receive Royal Assent.

7. Working Group Updates

  • Updates and next steps were provided by leads on the different working groups assigned to Recruitment and Governance, Land Acquisition and Damages.

8. Adjournment

  • Meeting adjourned at 2:15 pm MST.
