NEB issues Emergency Management Audit Addendum directing Trans Mountain to improve fire preparedness

On December 22, 2017, the NEB published its Final Audit Report of Trans Mountain’s Emergency Management (EM) program. In its report, the NEB indicated that the original audit plan included specific activities to assess Trans Mountain’s response preparation for fires at the Westridge, Burnaby and Edmonton Terminals. At the time of the report’s release this assessment was not complete and the NEB determined it would release a separate report relative to fire protection at these terminals.

The NEB has now completed its fire preparedness review and has issued a Letter Addendum to the original report. No new non-compliances have been identified, however, there are two items for which the NEB has provided specific direction to Trans Mountain to:

1) establish and integrate into all fire plans and associated planning and preparedness activities, a four hour fire response target for its Burnaby and Edmonton terminal; and

2) incorporate regular unannounced (to its response staff and contract staff) exercises into its EM exercise program as a required practice.

As part of its ongoing regulatory oversight, the NEB will continue to monitor the implementation and effectiveness of Trans Mountain’s EM program and management system through targeted compliance verification activities.
